AV08000055 FAASTATEMENTS OF QUALIFICATIONS WILL BE DUE:FRIDAY, JANUARY 28, 2026 AT 12:00 NOON, LOCAL TIMEPHOENIX CITY HALL 200 WEST WASHINGTON STREET, 7TH FLOORPHOENIX, ARIZONA 85003-1611 SCOPE OF WORKThe City of Phoenix is seeking a qualified Design-Build Team (DB Team) to provide design-build services for the design, permitting and construction for the realignment of the Roadway Intersection at 24th Street / Old Tower Road, the adjacent perimeter fence and interior service roadway at Phoenix Sky Harbor International Airport. This project is funded by the Federal Aviation Administration (FAA); Disadvantage Business Enterprise utilization will be required. The combined estimated cost for both design and construction is $2.4 million.This may be an economic job opportunity for firms with little or no Aviation Department experience who can demonstrate successful experience with major roadway intersection modification projects, quality asphalt and concrete work not limited to airports minimizing impacts to affected business's that need access 24 hours a day, 7 days a week. The FAA has recently revised its criteria on what is and is not allowed to transverse through an imaginary 1000ft long by 500 ft wide rectangle from the end of a runway (runway threshold, otherwise known the Runway Safety Area, RSA). Currently, an interior airport service road cuts the corner of this rectangle / RSA. Previously this service road alignment was allowed by the FAA. However, now the FAA has revised its criteria and requires this service road to be realigned to be outside of this rectangle / RSA.In Order to relocate this service road, the adjacent airport perimeter fence and 24th Street/ Old Tower Roadway intersection need realignment/modifications. Also, this intersection is highly utilized by heavy trucks and customers/employees on a 24 hours a day, 7 days a week accessing the Airport's South Air Cargo Facility, the Air National Guard Base, and two Fixed Based Operator Facilities. The purpose of this project is to comply with FAA revised RSA requirements by August 1, 2011. The DB Team will be responsible for the design and construction of complete project requirements for the project.Pre-Submittal Conference: A pre-submittal conference will be held on Wednesday, January 19, 2011, at 10:00 a.m., local time, at Phoenix Sky Harbor International Airport Facilities Building, Conference Rooms A & B, 2nd Floor, located at 2515 E. Buckeye Road, Phoenix, Arizona 85034. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. As City staff will not be available to respond to individual inquiries regarding the project scope outside of this pre-submittal conference, it is strongly recommended that interested firms send a representative to the pre-submittal conference.REQUEST FOR QUALIFICATIONS PACKETThe Request for Qualifications packet may be downloaded from the City of Phoenix EAS web page as of Thursday, December 30, 2010.
